Monday to Friday 9am to 5pm (Hybrid position)
£31.55 per hour umbrella
Role Purpose
To co-ordinate the councils’ operational and strategic response to rough sleeping, in conjunction with key homelessness partners from the statutory and voluntary sectors.
To direct and co-ordinate the various activities and initiatives that are in place in both areas to reduce/end rough sleeping. To provide analysis and monitor the delivery of these initiatives. To put in place learning and good practice from national rough sleeper strategies and other successful projects around ending rough sleeping.
Responsibilities
- Take overall responsibility for the effective delivery of the Rough Sleeping service at Harrow Council, ensuring a coordinated and compassionate approach that aims to eliminate rough sleeping in the borough.
- Provide line management to a dedicated team of Rough Sleeping and Ex-Offender Outreach Workers, ensuring they are equipped, supported, and empowered to deliver high-quality, person-centred support to individuals experiencing or at risk of rough sleeping.
- Act as the primary point of contact for statutory and voluntary partners, including housing providers, health services, social care, and substance misuse support. Build strong, collaborative relationships to ensure a holistic and effective response to rough sleeping, supporting individuals into safe and sustainable accommodation.
- Organise and, where appropriate, chair Rough Sleeper case management meetings. Ensure that all individuals have a tailored action plan, monitor progress, distribute meeting notes, and follow up on agreed actions to achieve timely and effective outcomes.
- Support the development of funding applications, including bids to the Ministry of Housing, Communities and Local Government (MHCLG) Rough Sleeper Initiative (RSI) and other relevant funding streams. Proactively seek opportunities to enhance the service’s sustainability and impact.
Requirements
- Knowledge of homelessness legislation (parts VI and VII of the Housing Act 1996, as amended by the Homelessness Act 2002 and the Homelessness Code of Guidance.
- Knowledge of welfare benefits related to housing
- Experience of dealing with people face to face in stressful situations.
- Experience working in rough sleeping
- Must be able to carry out visits to verify reported Rough Sleeping. Essential or Casual Car User allowance may be awarded; in line with corporate policies
- Full UK Drivers Licence
